Battlestar’s armor is telekinetically assembled around him, Flambe… well, she has flame powers!

Magellan USA is the New York division – Liberator, Twilight, Glom, Maestro, Greyhound and Battlestar were all introduced back on page 2 of Redux. Flambe had her debut during events of Bad Karma in a cameo on page 4.119.

I’m guessing that the range of the boosted technopathic ability is greater than the range of the psychic influence itself. So the ship is being made to bring them in.
