Ah quantum, the ultimate handwavey power description. It’s like transistors in the 60s, or nanotechnology in the 90s- it does whatever the story needs it to!

There is one difference: Even experts would have hard time proving your power description is wrong in case of quantum.
But it could also be correct, and at the same time. Well, at least until you measured it.
Sista Superior serves some purpose or she wouldn’t be in the story, but at this point she’s an unwelcome distraction from the far more interesting storyline about Rochelle Kwan defeating the Rarg. This is just a super-powered villain getting zapped; the interesting character stuff happens elsewhere. Although the question remains why Sista Superior is still super-powered.
That was answered a while back – the power-supression cell they’d locked her in protected her from the Rarg’s initial pulse, even while the EMP effect shut the cell down.
Okay, thanks! So at this point she’s just an extra threat to be defeated.

Welp, it took: A few hundred rounds of SMG fire, a rocket launcher to the back, a fall from a ten-story window, (I’d add Tros’ cannon, but he said it was ineffective), a grenade blast to the head, and finally a bolt of quantum lightning to take her down, but she’s down. And yes, they FINALLY broke that habit!
(Magellan should really look into tracking wimple suppliers – there can’t be THAT many of them, and Sistah keeps getting them from somewhere…)
She might sew them herself. The prison might even provide sewing classes for its inmates. Terrific! Now I am thinking of Demolition Man.

I just realized… being a flying brick that also has a ranged energy attack, Sistah Superior is far more dangerous than Epoch.

She’s inherently more dangerous than Epoch, though, based on the fact that she’s more likely to attack you.

One thing I’ll say for Sista Superior: she does not give up or go down easily.
If only she weren’t a deranged zealot, she could have been a powerful force for good.
